HARRISBURG AREA TRANSPORTATION STUDY
CONGESTION MANAGEMENT PROCESS ––
The Congestion Management Process (CMP) for the Harrisburg Area Transportation Study (HATS) is an ongoing process.
It determines where congestion exists on the regional roadway network, identifies the causes of congestion and develops transportation strategies to reduce traffic congestion, enhance safety and allow for better mobility across the region.
Federal regulations require all Transportation Management Areas (TMAs) or urban areas with a population greater than 200,000, such as the HATS region, to produce a CMP.
These regulations require CMPs to be implemented as a continuous part of the regional metropolitan planning process, which includes integrating with the HATS Regional Transportation Plan (RTP), Transportation Improvement Program (TIP) and Unified Planning Work Program (UPWP).
