
HARRISBURG AREA TRANSPORTATION STUDY
BIKE & PEDESTRIAN PLANNING ––
HATS REGIONAL ACTIVE TRANSPORTATION PLAN
HATS staff, with support from Gibson Thomas Engineering and Simone Collins Landscape Architecture, is currently developing a Regional Active Transportation Plan for Cumberland, Dauphin, and Perry Counties. The plan covers on- and off-road non-motorized transportation facilities that connect our region's residents and visitors with places to live, work, shop and play, replacing the HATS Bicycle and Pedestrian Study adopted in 2014.

SUSQUECYCLE REGIONAL BIKE SHARE
The SusqueCycle Regional Bike Share is funded through the FFY 2025-2028 Transportation Improvement Program and administered by HATS staff. The system boasts 60 bikes and 11 rack locations in Harrisburg (and one in Hummelstown).

REGIONAL BICYCLE AND PEDESTRIAN COUNTS
HATS staff has been coordinating a regional bicycle and pedestrian data collection program since 2015. The initial years (2015 – 2020) were conducted by volunteers as part of the National Bicycle & Pedestrian Documentation project. More recently, cameras are being used for data collection, with data processing being handled by HATS staff and other regional partners.
