TCRPC fungiert als leitende Personalagentur für die Harrisburg Area Transportation Study.
HATS wurde als Ergebnis des Federal-Aid Highway Act von 1962 geschaffen, der die Regionalplanung als Bedingung für den Erhalt von Bundesmitteln für Verkehrsprojekte vorschrieb. Bis heute muss die Planung durch einen kontinuierlichen, umfassenden, koordinierten (3C) Prozess unterstützt werden.
HATS ist eine designierte Metropolitan Planning Organization (MPO), eine Organisation aus Bundes-, Landes- und Kommunalbehörden sowie Beamten aus den Grafschaften Cumberland, Dauphin und Perry, der Stadt Harrisburg und Capital Area Transit, die alle für das 3C verantwortlich sind Prozess.
ÜBER HÜTE ––
In this role, HATS develops a Regional Transportation Plan (RTP), which documents the current status of transportation projects and programs, identifies long-term needs and recommends projects to meet those needs. The long-range RTP sets a framework and priorities for the expenditure of federal transportation funds over a 25-year period.
HATS serves 103 municipalities in all, covering almost 1,700 square miles in South-Central Pennsylvania, including Cumberland, Dauphin and Perry counties.
HATS COMMITTEES ––
HATS is comprised of two committees: the Coordinating Committee and the Technical Committee (see below).
The Technical Committee oversees analyses and preparation of plans and studies, reviews transportation items brought before HATS to consider, and makes recommendations to the Coordinating Committee.
The Coordinating Committee is the policy body, which formally takes action based on Technical Committee input, and adopts transportation plans and improvement programs.
A Chairman, Vice-Chairman, and a Secretary lead the Technical and Coordinating Committees, each designated by election from the voting membership to one-year terms. Voting representation on the HATS Committees is as follows:
*Das HATS-Koordinierungskomitee unterzeichnete am 26. April 2013 eine Absichtserklärung mit der York Area MPO (YAMPO) und dem Lancaster County Transportation Coordinating Committee (LCTCC), in der festgelegt wurde, dass die Planungs- und Programmierungsaktivitäten für die Harrisburg Urbanized Area innerhalb dieser Counties liegen jetzt in der Verantwortung von YAMPO bzw. LCTCC. HATS unterzeichnete am 24. April 2009 eine ähnliche Vereinbarung mit Lebanon County MPO (LEBCO). Der Status von Amts wegen im HATS Technical Committee für YAMPO und LEBCO wurde am 25. Juni 2010 genehmigt.
Das Technische Komitee von HATS umfasst von Amts wegen/nicht stimmberechtigte Mitglieder der wichtigsten Transportanbieter in der Region: Amtrak, Norfolk Southern Railroad, die Susquehanna Area Regional Airport Authority (SARAA), die Pennsylvania Motor Truck Association (PMTA) und die Pennsylvania Turnpike Commission (PTC). Die York Area MPO (YAMPO) und die Lebanon County MPO (LEBCO) wurden am 25. Juni 2010 von Amts wegen als Mitglieder des Technischen Komitees anerkannt.
Die Federal Highway Administration (FHWA), die Federal Transit Administration (FTA), die Federal Aviation Administration (FAA), das Pennsylvania Department of Environmental Protection (PA DEP) und das Pennsylvania Department of Community and Economic Development (PA DCED) sind von Amts wegen Mitglieder sowohl das Technische Komitee als auch das Koordinierungskomitee. Dadurch kann HATS das von diesen Anbietern und Agenturen genutzte Fachwissen in seine multimodalen Entscheidungen einbeziehen.
